Defence Construction Canada (DCC) is looking for an experienced project manager with strong interpersonal and critical-thinking skills to join the leadership team at the Western Regional Office in Edmonton.

The Regional Service Line Leader, Project and Program Management Services, is accountable for the successful delivery of program and project management services in support of military infrastructure in British Columbia, Alberta, Saskatchewan and Manitoba.

The successful candidate has significant influence over a large service line within the region. They are accountable for the quality and timeliness of program and project management deliverables to DCC’s Client-Partner, the Department of National Defence. The Service Line Leader provides functional guidance to, and supports the professional development of, 35 practitioners situated on military bases across the region. In addition, the incumbent champions regional service-development activities, ensures practitioners adhere to service line policies and procedures, and develops creative approaches to meeting the growing demand for project and program management services.

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary
•Manage service line operations within the region (e.g. regional business plans, reporting, contract management, delegation of authorities and compliance verifications)
•Lead the development and implementation of service line initiatives at the regional level and supports initiatives at the national level.
•Develop, recommend and ensure implementation of policies and procedures, training programs and processes
•Review and verify work of service line staff and provide feedback
•Write and present proposals to Client-Partners (e.g. statements of requirements or work)
•Research, prepare and present documentation for long-term projects (e.g. approvals, statements of work, charters, budgets, policies and procedures)
•Manage regional service line risks (e.g. participate in high-risk projects, review deliverables, liaise with Client-Partners)
•Provide training to enhance overall service line competency (National, regionally, site)
•Promote and manage business development opportunities
•Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
•Ensure quality standards are met, in line with corporate and Client-Partner expectations
•Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance)

Other
•Assist business units with needs assessment and resource planning within the region
•Ensure the integration of security considerations into service delivery
•Participate in national service line initiatives
•Other duties as assigned

SKILLS
General and Specific Knowledge
•Best practices, methods, trends and legislation in real property, environmental and construction services
•Best practices and trends in strategic planning, financial management and human resources management
•Project and risk management principles
•Client-Partner project management policies and procedures
•Treasury Board Secretariat policies and procedures

Formal Education and/or Certification(s) and Experience
•Minimum: university degree in engineering, architecture or related field with eight years’ relevant experience, or the equivalent

Abilities

•Demonstrate business acumen, leadership and human resources management skills
•Resolve complex problems with multiple stakeholders
•Apply project and risk management techniques

WORKING CONDITIONS
•Typical office environment with routine travel
•Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
